A Guide To New COVID-19 Protocols for All Arriving Travelers in Clark

Under the new COVID-19 travel protocols, passengers will be tested on the sixth day of quarantine!

The COVID-19 pandemic has significantly affected everyone’s way of living, especially in terms of travel. Numerous factors must be considered before traveling under the new normal, including your modes of transportation, which hotel you’ll be staying, and the protocols you need to follow for contact tracing and safety purposes.

In the Philippines, the Inter-Agency Task Force (IATF) on the Management of Emerging Infectious Diseases continues to implement strict travel guidelines for all passengers. With new COVID-19 strains circulating, it is natural for them to impose stricter protocols, and this has led to the new travel guidelines of Clark. International Airport. Last February 1, 2021, the IATF amended travel guidelines for all arriving passengers in Clark in compliance with the Philippine regulations. Read below and find out the necessary steps that must be taken by arriving travelers under the new travel guidelines of Clark.

New Travel Protocols of Clark International Airport for Arriving Passengers

Starting February 1, 2021, the Inter-Agency Task Force on the Management of Emerging Infectious Diseases is requiring all arriving travelers in the Philippines to take a mandatory RT-PCR testing on the sixth (6th) day of their quarantine stay. Below are the following guidelines that arriving passengers must follow before and during the flight, upon arriving, at the quarantine hotel, and when going home in Clark.



Before the flight
1. Passengers must fill out the Health Declaration Card, Case Investigation Form, and the Affidavit of Undertaking. Separate case investigation forms will be provided for OFWs, non-OFWs, and non-Filipinos. An additional case investigation form must be filled out by all passengers.

2. Non-OFWs and foreign internationals must ensure to have a confirmed booking at a hotel accredited by the Tourism and Health Agencies for at least seven (7) nights. Passengers arriving before hotel-standard check-in times are encouraged to book an additional night to ensure room availability. Passengers must stay at their booked hotels for their scheduled tests until the test results are sent and a BOQ (Bureau of Quarantine) medical certificate is issued.

During the flight
Passengers must accomplish their Arrival Card.

Upon Arriving
1. At the BOQ Desk, passengers must submit their Health Declaration Cards to the BO personnel.

2. Non-OFWs and non-Filipinos must proceed to the Philippine AIrport Diagnostic Laboratory (PADLab) desk for CIF verification and payment of PhP4,000.

3. Passengers must proceed to their designated desks for hotel verification and assignment:
• For OFWs - proceed to the Overseas Workers Welfare Administration (OWWA) Desk
• For non-OFWs - proceed to the DOT Desk

4. Passengers must clear with Immigration and submit their Arrival Cards.

5. Baggages will be claimed at the designated carousel and cleared with Customs Check.

6. Passengers must proceed to their designated hotels:
• For OFWs - a shuttle/bus provided by OWWA will take them to their assigned hotels.
• For non-OFWs and foreign nationals - only pre-arranged airport airport-hotel transfer services or airport taxis are allowed to take them to their assigned hotels.



At The Quarantine Hotel
1. Passengers must check in at their hotels and wait for their scheduled test on the 6th day of their quarantine stay. They must wait for an email of their swab test result which they will receive in 24 to 48 hours. Day one (1) starts on the day they arrive in the Philippines.

If they develop COVID-19 symptoms any time before their scheduled test, the hotel must be informed immediately so a medical or a BOQ personnel can assess and check up on them at once.

2. For OFWs, both accommodation and food will be shouldered by the Philippine government. For non-OFWs, accommodation and stay will be at their own expenses. Delivery of food and essentials are subject to the rules and regulations of hotels.

Going Home
1. If a passenger tests positive, the Bureau of Quarantine will transfer him/her to a designated hospital for further medical management. If a passenger tests negative, the Bureau of Quarantine will send him/her the test result together with a Medical Clearance Certificate. Both the test result and clearance must be presented to the hotel.

2. Relatives or respective local government units may be called to pick passengers up from the hotel, or they can arrange their own transportation.

3. All passengers must complete their 14-day quarantine or self-isolation under the monitoring of their respective LGUs and Barangay Health Emergency Response Team.
