PSA: Motorists Entering Tollways Without RFID, Insufficient Load Will be Fined Starting August 31

Starting August 31, drivers without valid ETC or RFID or with insufficient load on tollways will face fines and be prohibited from using dedicated ETC lanes.

Attention all motorists! Starting August 31, 2024, drivers without valid electronic toll collection (ETC) or radio frequency identification (RFID) or with insufficient load on tollways will be subject to hefty fines. Moreover, motorists will be prohibited from entering dedicated ETC lanes.

This directive is under Joint Memorandum Circular No. 2024-001, signed by the Department of Transportation, Land Transportation Office (LTO), and Toll Regulatory Board (TRB) on August 1, 2024.

With this new regulation, drivers must ensure their RFID is current and adequately funded to avoid penalties of PhP1,000 (first offense), PhP2,000 (second offense), and PhP5,000 (subsequent offense).

Those who have sufficient balance will be penalized PhP500 (first offense), PhP1,000 (second offense), and PhP2,500 (subsequent offense).

Those with fraudulent ETC will be fined PhP1,000 (first offense), PhP2,000 (second offense), and PhP5,000 (subsequent offenses).

Vehicles exempted by law from tolls and those designated by the TRB will be exempt from penalties. However, as existing regulations require, they will still need an ETC device.

Skyway, South Luzon Expressway, STAR Tollway, and NAIAx use an AutoSweep RFID tag. In contrast, the Manila Cavite Expressway, C5 Link Expressway, and Cavite Laguna Expressway use an EasyTrip RFID tag for electronic toll collection.
