Since leisure travel is now allowed again for foreigners and Overseas Filipino Workers (OFWs), the Clark International Airport has released protocol and travel guidelines. As of February 3, the arrival protocol at Clark International Airport varies for OFW and Non-OFWs.

Before flight

All travelers must firstly secure a quarantine e-Health Declaration Card (e-HDC) from where an OFW or non-OFW can put their health status, personal information, and travel history. OFWs are advised in the protocol to save a copy of their QR codes and unique transaction numbers as proof of form completion. As per the leisure travel guidelines and protocol, registration must be as early as three days within the departure date—this is important because the declaration card will indicate the required quarantine days, depending on the presented documents.

The leisure travel guidelines and protocol also indicate that portals for registrations vary for OFW travelers and non-OFWs. OFW travelers can register via, and non-OFWs and non-Filipinos can register via

In addition to these leisure travel guidelines, the protocol requires non-OFWs and foreigners to present a confirmed booking from any Department of Tourism (DOT) and Department of Health (DOH) accredited accommodations for the quarantine. Travelers must fill up an arrival card while on flight as per leisure travel guidelines and protocol.

Upon arrival

Upon arriving at the Clark International Airport, OFW travelers and non-OFW travelers should present their health declaration forms at respective desks of the Bureau of Quarantine and Philippine Airport Diagnostic Laboratory (PADLab) as per protocol. Non-OFWs must provide a copy of their passport and proof of accommodation for the airport’s leisure travel as part of the protocol.

OFW travelers must proceed to the airport’s Overseas Workers Welfare Administration (OWWA); non-OFWs must go to the DOT desk at the Clark International Airport to submit their arrival card as part of leisure travel protocol and guidelines.

The Clark International Airport leisure travel protocol and guidelines indicate that Overseas Workers Welfare Administration (OWWA) will provide OFWs a shuttle or bus to their assigned hotel; non-OFWs will need a pre-arranged airport to hotel service.
